The engine deploys as infrastructure, not as another application. What it captures is then made visible only to senior staff, leads and supervisors whose role and verified competency entitle them to the reasoning within their area of responsibility, and no further.

How we work
Federal agencies engage Toultan through direct award, subcontract and teaming arrangements; Toultan, Inc. is registered in SAM.gov for all awards. State and local governments engage through cooperative purchasing vehicles, state contracts and direct procurement. Private-sector enterprises engage through platform licensing under a master services agreement and consulting engagements. Dale Hughes founded Toultan, Inc. to establish Intelligence Continuity™ as a discipline of the modern enterprise — making institutional reasoning permanent, provable, and transferable.
He brings 27 years of executive-level experience shaping workforce strategy, organizational design, and the architecture of how institutions make decisions, with service spanning nearly every cabinet-level department. That breadth produced a single conviction: an institution's most valuable asset is how it thinks, and that asset can now be preserved. As President and CEO, he sets Toultan's global strategy across federal, state, and commercial markets, leads its investor and partner relationships, and governs the security, rigor, and originality of the Toultan Intelligence Engine™.
Under his leadership, Toultan is building the first enterprise system to capture, prove, and carry forward institutional reasoning itself — a category that did not exist until now. The territory is uncharted, and that is the point. Toultan intends to change the way the world's institutions remember.

Magaly Garcia
Chief Financial Officer
Magaly Garcia leads Toultan's global financial strategy, capital allocation, and fiscal operations in support of the company's mission as The Intelligence Continuity Company™. She brings more than 15 years of executive-level experience in financial management, strategic planning, and risk mitigation across federal defense and civilian agencies, with a focus on building resilient financial systems that drive long-term growth, operational efficiency, and regulatory compliance.
Her federal career includes service as a Supervisory Budget Officer, where she oversaw a $520 million portfolio of cybersecurity spending and modernization initiatives. Across her leadership roles, she has directed complex, multimillion-dollar Planning, Programming, Budgeting, and Execution (PPBE) processes, established enterprise risk controls, and aligned financial resources with strategic goals.
Magaly holds an MBA in Public Administration and a BA in Political Science and Government. At Toultan, she is committed to financial integrity, capital efficiency, and sustainable scale as the company delivers uninterrupted intelligence continuity to its clients.

Chief Technology Officer
Harold Huntley is a seasoned Chief Technology Officer and technology executive with more than 25 years of hands-on experience in software engineering, enterprise architecture, application modernization, and digital transformation. He combines executive leadership with deep technical expertise to develop and implement technology strategies that align with business and mission objectives.
At Toultan, he provides strategic and technical leadership across the full software development lifecycle — from solution architecture and system design through development, integration, testing, deployment, and production operations. He is experienced in leading technical teams and delivering secure, scalable, and high-performance software solutions in complex enterprise environments, and holds the Toultan Intelligence Engine™ to that standard.
